Who Pays for Public Notice?

Principles are great because they can keep us on a proud path, but who is it that actually foots the bill supporting those lofting guidelines?

In the case of public notice it is usually tax dollars, but might that be changing with the advent of self-serve public notice websites gone global?  Who oversees the web of commerce in these cases?

How does an investigator of false, fake or erroneous public notice follow the money in a private industry that so far has no government oversight? Just asking.
